A slate of ballot measures designed to shore up California’s precarious financial position faces stiff public opposition just weeks before a May 19 special election, threatening to trigger new cuts to the state’s colleges, universities, and student-aid programs.
The six ballot measures, Propositions 1A through 1F, propose to increase borrowing and levy new taxes to improve the state’s long-term financial health and complete a budget deal that lawmakers reached in February to close a $42-billion deficit. One of the measures, Proposition 1B, would directly affect higher education by promising about $1-billion to the state’s community-colleges system starting in 2011………………
